As a lvl 1, you can get Ring of the Eternal Sage (I think), and get like a 95% dodge chance. What he's saying is that as a level 1, you could literally sit there and dodge every single attack the enemy throws at you because the chance to dodge and block is so high, which makes them pretty much invincible.
