Tankatronic goggles, Pattern missing?

I've leveled my engineering to 350 tonight, and i cant seem to find the pattern for tankatronic goggles, which should be in the grand master engineer's skill list, but it isnt. Is this a bug currently or is it something else? I've sent several petitions and received no reply to them, if you could please tell me why they are unavailable or teach me the skill, that would be great

I have the plans for the goggles. Try looking at the plans vendor in Undercity or the alliance equivilent. If it's not there, look at a master engineering trainer. Most plans you can get in the mall area, but some you can't.
